Bilfinger North America Holding Inc is currently looking for a Procurement Manager based at our Houston, TX office. In the position, the Head of Procurement will achieve greatest value contribution, manage benefit realization and efficiency from procurement activities in the region and ensure stringent productivity management with P/L effectiveness. Close cooperation with Commodity Management to develop and implement best regional procurement strategies. Lead regional procurement teams (LE). Serve as Ambassador for Governance and Compliance topics in the region. Identify and recommend ´best in class´ suppliers and maintain good relationships with them.

Essential Duties and Responsibilities:

  • Serve as the organization’s representative for the finance department on procurement issues and procedures.
  • Develop and coordinate new policies and procedures regarding procurement processes.
  • Conducts analysis of program policies and procedures, develops plans, formulates guidelines, implements new developments and procedures, and provides policy interpretation for finance to purchasing customers within corporate guidelines.
  • Prepare program guidelines, status reports and presentations for Finance and executive staff.
  • Process account applications and maintenance actions, and maintain accounts database.
  • Monitor approval of accounts to maintain an appropriate degree of control over vendor relationships.
  • Coordinate daily duties of procurement support staff within the North America Organization
  • Participate in developing requirements and be involved in the automation/test of procurement and logistics software
  • Assist in developing training material, preparing lesson plans, and overseeing procurement training.

Qualifications:

  • Bachelor’s Degree in Business Administration, Finance, Engineering Law or Marketing.
  • Min. 5 years of experience in international business
  • Min. 5 years of management experience in procurement and/or marketing/sales; Experience in leading of cross-functional and/or cross-regional teams would be advantageous
  • Fluency in English (verbal and written) is essential to cooperate with regional business units; German language skills would be advantageous
  • Thorough understanding of procurement practices and procedures
  • Education in supply chain management
  • Proven experience of successfully negotiating large volume, complex business agreements
  • Project management experience a plus
  • E-procurement experience would be a plus.
